Proposed rule would bar USNPS rangers from controlling use of navigable rivers in Alaska parks

The National Park Service would no longer control rivers and other waters within the boundaries of national parks, preserves, and monuments in Alaska, under a proposed rule.

The proposal implements a 2019 unanimous Supreme Court ruling that declared navigable rivers within national parks in Alaska, and private lands within park boundaries, as off-limits to Park Service regulation. The proposed rule is scheduled for Thursday publication in the Federal Register.
